Does this game cost anything to play online except for the phone call. do i have to pay gamespy to use their servers?

Once you patch your game to v1.1 then you don't realy have to pay. If you wanted free ad gamespy you could register it.

But to some it up no you do not have to pay. the 1.1 patch will give you a ingame browser to play
