Pretty good idea i think, it can take either lga775 pentium 4's on the main socket or with the plugin card it can take amd cpu's. Handy just plugging in a card to go to amd without having to buy a whole new motherboard.

IDK about Xp but as long as you are running Win 2000 the dual processor will work wonders

They can, certain motherboards support it, given they are quite expensive, theyll usually say "will support dual processors up to X GBs" some require or come with software to go along with the OS to help clock etc
