phpbb, invisionboard, and a few others are free. BUT....the servers arent all the time. Some places let you host some dont. If you wanna set up your board, you need to first find a php/mysql host. You need both on the host. Mysql is needed to run php. Then you need FTP access. If ya get me on msn, aim, or icq which should be below on my profile, I will hook you up. I might be changing over to phpbb which this is.

most of the time you going to need to have the php board on the same server asmysql (free hosts, some wont allow linking)
