just copy that and paste it in note pad and then
just name it "renamerecyclebin.reg" or what ever you want and keep the file somewhere,
and then double click it or merge it, and then you can right click on the bin and rename it


im using winxp sooo im not sure if it works for win9x, but youu could check by going through your registry
