Because NK doesnt have an entire region behind it ideologically and logistically. That's why. NK would have to contend with SK, CHINA, TAIWAN, etc. up their asses.

Nor does NK have fanatical elements that are able to move freely across its neighbors borders with this technology.

Foreign Policy isnt about satisfying millions of college kids in Poli-Sci classes, and trying to appear impartial. NK having a nuke is a problem because it potentially destabalizes the global stage, not because were worried about NK launching a nuke at anyone (its not going to happen).
