As he is getting to his knees the first cop POUNCES on him. Thats fine. A second cop joins and restrains him. Then the THIRD cop runs up to the suspect with a full head of steam and kicks him in the face. He then proceddes to beat the man with his flashlight. Using the flashlight is not a new technique, its used all the time in place of the stick.
