Before world war 1, the triple alliance and the triple entente(sp) amassed two great opposing armies with the idea that noone would want to enter war because the results would be devasting to both sides because the forces were so big.
That plan was crap because it didnt work.

In world war 2 we saw what 1 A bomb could do in seconds.
since then we have seen tests of nuclear bombs that are more powerful.

The new threat of nuclear weapons as opposed to massive armies works very well.
Saddam probably has some, but i very much doubt he would use them, the fact he has the capability to scare the most powerful country in the world probably gives him a bonor, or something to a similar effect.
Bush doesnt seem to like the fact that anyone can have a nuclear weapon other than him, but picks bones at Saddam because well........he really is a "bad guy". so you cant blame bush for that.
Saddam knows fine well he would lose another gulf war - hes not THAT insane.
Countries who have weapons of mass destruction have them to prevent a mass destruction war. Noone has anything to gain from an apocalypse, and as such, wont ever use them in anger other than a threat.
