Ha, it's easy if you relate to the two words in the topic.

What he is trying to say is, that the quote in Ktog's sig reminds him of someone who hangs around the N.E-Ranger boards (BF1942), and the 3rd ID boards (DoD), named Handy. Handy is a very odd person.. a few times he said his mom thought he was sexy, and cool.
