In WW2 you could also fire a bazooka while running. You wouldn't be able to hit (or stand on your own legs afterwards :-)).
bu then again, you shouldn't be able to hit with any weapons while running.

I do get your point. Don't get me wrong.

Instead of making the Bazooka a "stand still" weapon, then 2015 should put in some mortars or so.
