Don't know if there is a command for it, but I have it removed it this way (part of a HUD-mod):

Create a blank .tga file (same size as the original 'slow server' sign; see pak6.pk3\gfx\2d\slowserver.tga) and put it in a .pk3. Loads with MoHAA, slow server sign = gone.

To make this easy: I extracted it from the mod, and created it a new .pk3. The only thing it does is remove the 'slow server' sign. Put it in your \main. Grab it [url=http://members.home.nl/tiwaz/user_no_slow_server.pk3:15d9f]here[/url:15d9f].
