What is there to figure out? The people should just stop spamming. If not, the admins can mod it out. It's up to them to decide whether a post is considered spam or not.

Hmm, I just realize that, when there are a lot of spammers around, modding can become a fulltime job; so, just stop spamming. And give warnings, (temporarily) ban people, whatever. I think it's a matter of how strict one is willing to be.
