Let the cheats have their fun. I can spot them a mile away. I just leave the server and find a better one. Bitching at them is a waste of your time so don't even try. If you yourself get accused of cheating just ignore it and continue playing. If an admin accuses you, don't keep reconnecting to the server to prove your point, it only makes them more pisses off.

For example, this morning I joined a server called Gunners of War #2 CKR. I hopped in there and was in there for about 3 minutes with a score of like 5 to 1 when all of a sudden the console said "MPowell1944 you are not welcome here numbnuts. I'll show you you faggot." I thought to myself wtf are they talking about. After that I got booted and thought maybe I should go back in and give them a piece of my mind but I just said forget about it and moved on. I guess some folks remember my past or just cant stand someone who kills them alot. (all 5 kills were on clan members)

I'm not gonna turn this into a sob story, I'm just giving you some advice. Ignore the asshat admins and find a server that is fun to play on without all the bullcrap attached.
