Select All, then stroke option which is in the menu somewhere. Then how ever big you want it, and what color.
Make sure it's on the correct layer too. If that doesn't work, PM me.

Ok, I select All and get the image, but when I go to Edit/Stroke and select white outline, nothing happens. What am I doing wrong?

after that, you need to select a white paint brush (or whatever color you want) and just paint over the border
WHILE NEVER LETTING GO OF THE BRUSH, click and hold and paint only once
if you do it more than once, it will look even bigger than 1 px

I got it to work on a different sig without selecting all, I must be on the wrong layer. It must be becasue I have a ton of layers on this sig. I'll keep dicking with it.
