1. You are correct, shotguns do win out in close range against machineguns most of the time, however this is not cheating. To counter them, what works sometimes for me, is to strafe - this can cause them to miss.

2. I'm not sure, could it have been a jedi mod server? The jedi mod changes the weapons, for the shotgun, it allows you to fire rapidly as you described.
