I think hes more talking about the peices of shit that add the huge coffee can, maybe a cold air intake, and say they own the streets. Add on some ground effects, and a nos sticker with no nos, and you get your general "street ricer".

There are those out there who properly modify there cars so that they are nice, and fast. However those people are often grouped with the ricer's because you cant visually tell them apart.
