Yes. Global score consists of Combat Score(killing People, Defending Flags) Team Score(med saves, supplies, engineer, capping flags etc) and commander scores(ie artillary strikes winning the round etc.)

This reminds me, today I got cheated out of about 700 Global Points, 3 badges, 1 ribbon, and a shit load of medals. EA has some really fly account servers.

No you can leave whenever, my points haven't been going up during the day so I stick to playing late at night and early in the morning.
