Redo the wwebsite yourself - or have someone else assist you. Do not turn that garbage in, but do provide the link as well as the emails showing the communication between you and the slacker. If you turn it in like that - even though the teach may "feel ya" - I'm sure youll still get evaluated on the work.

It shouldnt take you more than a few spare hours to whip up something that isnt just text entered into MS Frontpage.
