Help with proxy and LAN settings

We have a server running on a LAN, and every time someone tries to connect, it throws them off.. Also.. when we are on the same LAN and try to connect out, we have problems because we are using the same IP. Does anyone know where the file with the proxy settings are?

Are you using a router, or connecting to the internet through a PC set up as a gateway? If it's the latter, you might have some contention with 2 NICs in 1 PC.
