some army dudes told me they rock because they have nothing on the back, more manuverability, is this true?

I dunno. I haven't tried it yet. It would be nice if there was nothing on the back because then the rucksack would fit properly. I know it distributes weight better, and i bet you can run better with it on because with the old webbing everything would sway when you ran.
