as yoda said qui-gon had mastered the ability of imortality use of the force (to come back as like those ghost dueds) and qui-gon becomes yodas master to teach him how to do this, and this is how he can come back as a ghost dued in ROTJ, and this is how Obi-Wan can aswell as he learns it from him aswell.
