I was trying to figure that out earlier. It appears that way, but I think I can hear one of the crew members on that helicopter say, "Slow down," or, "turn around" or something to that nature. It could just be a coincidence that they were flying by at the time and just happened to have a camera fixated on some dumbass trying to pass a car when he shouldn't have. Not likely, but possible.
