first up. download driver cleaner 2 and install it. i have been kind enough to provide you with a link

then you need to go into control panel and in to add/remove programs. uninstall ati control panel and when it asks you if you want to reboot say no.
then uninstall the ati display driver. when it asks you if you want to reboot this time say yes.
then you need to boot into safe mode. as your pc is booting pump the f8 button until the menu appears. choose safe mode.
when you get in to safe mode run driver cleaner 2. select ati and then hit the clean button. then select ati wdm and hit the clean button.
disconnect you computer from the internet at this stage if it is connected. this stops windows fucking off to the web to find drivers when you reboot.
reboot.
when you get into windows it will try to be a smart ass by installing drivers for you. if you get any dialogue boxes asking you to locate drivers hit the cancel button.
then find your downloaded ati catalyst drivers. if you haven't got 4.2 get them [url:0eb4e]http://www.ati.com/support/drivers/winxp/radeonwdm-xp.html?type=xp&prodType=graphic&prod=productsXPdr iver&submit.x=7&submit.y=9[/url:0eb4e] here if you are using xp.
install them and see if the lines have fucked off. if they are still there then i would guess that the card or your monitor is fuxOred and you can start to cry.
