But why give a "warning"...? If it really was the "Secret Organisation al Qaeda in Europe" ( oOo: ) surely you would do something big straight off the bat, kill lots of infidels and all that shit. Now the authorities are going to be on a heightened state of alert, the chances of getting caught are greater.

Well one of the main point of terrorism is exactly that, to terrororise people. Incidents like this can have as big of an effect on people as a larger bomb. Its more of a message, them saying "we can hit you if we want to". London has like 7 million people in it, whoever done this can just disappear as a face in the crowd very easily.
