No, that's not correct. A bullet coming down would not be going as fast as when it is expelled from the weapon. The only factor working on the bullet at the point of descent is gravity, and everything falling from the force of gravity reaches a terminal velocity.
Going up the the force acting on the bullet is the explosion in the weapon propelling the bullet. Coming down, all the energy of that initial blast has dissipated, otherwise the bullet would still be traveling up. Thus once the bullet reaches its peak, the only force working on it is gravity, and things can only fall so fast.
Change dropped from a tall building can not kill you. A penny will only reach a certain speed until it can go no faster. It would hurt if it dropped on your head, but there is no way that it could kill you.
Terminal velocity for skydivers is somewhere areound 140mph I believe. it is impossible to go any faster than this without some other external force.

I have a concealed weapon permit, but it is void if alcohol is involved. You can't have unopened alcohol in you're vehicle or another person that has been drinking in the vehicle or the permit is invalid. I don't know the specifics in their states but mine would have been voided in that instance.

Mythbusters found that firing a pistol or rifle into the air did not produce leathal results; UNLESS, it was fired at an angle. Simply put firing a round dead vertical, the round goes up, is shifted by winds, but basically falls back down nearly vertical at its terminal velocity. Which isnt enough to kill.
How ever fired at an angle into the air, the bullet follows its natural ballistics trajectory and can do damage when up to its "maximum effective range" milla will know that term as well. Basically the range at which the round has lost so much speed its useless.
Also, terminal velocity is determined by, weight (mass), drag, and air density.
