Thats definately not the pic i seen of him, the one i seen had him standing in some kidna weird pose with a long coat and i (think) a lightning bolt striking in the distance.

Phillip Seymour Hoffman was supposedly offered to play the Penguin but the character got scrapped from the second film.

Trailers on the left side. The Chicago River bridges that connected to the Narrows, but they used the bridges way down Wacker Drive because they have more architectural design to them than those in the screenshot.
