why does my server have a high ping?

why does my server illustrate a high ping on gamespy when there are sometimes 8 people there with low pings..I have a dedicated 20 man server wich never lags until now..It seems that when my servers...

M16: can anyone show me how to password protect a server.i have a 20 man dedicated server that i wanna password protect for when i have clan matches..anyones help will be appreciated
