Yes, but it does not stop someone from performing the steps necessary to bypass the no-fog / honesty.cfg bypass hack...

They took steps to make sure that no extra pk3's could be added (CRC check)...

The only reason that your game won't be showing in GameSpy is if the UDP12300 port is being blocked for some reason. As long as you have IP filtering turned off in Win2k the server should allow...
