Multiply your rate setting per 8 per no. of players and you get the max. bits used. Thus:

10000 (rate) * 8 * 14 players = 1120000 bits (1.093 Mbits) when running at full capacity (that's theory; you should add some more bits because of protocol data).

If you use a rate of 8000:

8000 * 8 * 14 = 896000 bits (0.85 Mbits)
