All of the formats to support the site, an HTTP Server, a PHP web protocol, and a SQL Database manager, are all available for free. You just need to install and configure them.

You should look into:

[url=http://www.php.net/:7a2a2]PHP.NET[/url:7a2a2]
[url=http://www.mysql.com/:7a2a2]MySQL[/url:7a2a2]

Once those are running, you can then install things like phpBB, phpNUKE, postNUKE, etc on the server. Usually people just buy a server with webspace from a provider, than upload the software they want to use, saves you the fustration of configuring the server.
