It's the episode where Homer sends Mr. Burns an "I hate you" letter. He decides that he didn't want to give it to him, and tries to go to the post office as Mr. Burns.
HOMER: (Acting voice) "Hell-oooo. . .I'm Mr. Burns. . .I'd like to get my mail, pleasseeeee. . "
MAILMAN: "Ok, Mr. Burns, what is your first name please?"
HOMER: ". . ..I don't knowwww. . ."
I need that sound! Can anyone help?

It's a reference to one of the morons that calls our deptmartment. Basically, we needed to show him how to use a mouse, turn on the PC, the floppys dont go in the slot CD-ROM, and that closing programs after using them was necessary. So, he called and said this:
