Interesting that it could be possible for someone to think about doing something and then be punished for it when they haven't even done it yet.

It raises an interesting question. This is very similar to minority report. Can you actually charge someone before they have comitted a crime if they have done nothing wrong?

If someone plans to blow up a building but never goes through with it, have they done anything wrong?
