Probably NOT. Your processor could take it but not your RAM. MAYBE if your ram is DDR. Are you talking dedicated server or playing with them?

Well, you could probably run 12-16 people smoothly. If you can, connect to your server with another pc or a friend's to see how it's running

People mostly want to go into servers with like 32 players. I find that when playing with 16 or less, things tend to go slow. It's more exciting playing with a bunch more people.

If it's a dedicated svr, I think 256MB should be fine, but 512 might help slightly. The biggest factors in dedicated servers is connection & processor speed.

Like Joe said, your biggest botlleneck will be your connection. Have you actually tested your connection? Be sure you are testing UPLOAD speed NOT download speed. Go here to test: http://bandwidthplace.com/speedtest/fut.html
Normally a T1 will handle about 20 players.
I would also make sure you have at least 512 mb ram.
