3. The game requires more than just a badass video card. All the components - processor, RAM, motherboard - play a role. Maybe the rest of your components aren't on par with the video card. If that's the case you won't be able to utilize all the cards power.

Are you trying to set a fps record or something? Just curious to see how fast it can run? I'd give my left nut for 106 fps...
2. Nope, none of the files are set to read only. Oh well, the autoexec.cfg is working just fine.

4. Well I have 512mb PC800 ram, 2ghz P4, FX 5900 Ultra, and SBLive! It should be good but I've never seen a game get stuck at a set fps unless a specific FPS (ie - halo) was set. It would fluctuate. Even if I look at the ground with nothing around, it would stay at 106.7. If it got bogged down, it would slow down to 30fps max but it would never go above 106.7. That's why I'm thinking its capped for some reason. I figure if I have the hardware to view it, why shouldn't I be able to?
