Restraunts are all pretty filthy in some way. Ive had 10 friends who have all worked at differant places in the food service industry. The stories they tell me about fast food and diner are fucking disgusting. Even the more upscale places are a risk because of disgruntled workers. Its not just the cooks and chefs, the waitresses and hosts do some nasty shit too.

It's mainly just the people who work there. All resturants have policys on health and safety, there are just the people they hire that are assholes and fuck things up.
