I have XGameServers for a host. We were switched to NY last night, and if you're on the East Coast that's something you should try to have done. Norfolk's ping was unpredictable for everyone, but so far I've seen everyone's ping drop below 50.
Next, you'll want to follow Joe's advice and visit RD's site (aa.com members) to look at the config files. If you PM me I can send you a copy of the config files that RudeDog commented for me to help you understand what does what.
Then you're going to want to look at the RCON guide that RD made. You can find it in the guides section of this site, or from the the location that Joe gave you.
After you've figured all of that out, then you need to think about the mods you're going to use. Do you want realism, custom maps, etc.? That's when you need to think about downloading some stuff. And of coarse you need to have CuteFTP or something similar so you can upload your mods, etc. to the server.
