Mohaa and Mohsp custom skin issue

I have been making skins for ages now but i have just got a dedicated server. I had a couple of mates connected to my server and had one off my custom skins on but they couldn't see it.The custom skin is on the server and the download option is on, why can't other peolple see my custom skins

They must download the skin too. Having allow download on doesn't do anything at all.

If im not misaken, there may be a program tht only allows everyone to have the same skin, so if you use that skin, then it will force everyone to have that same skin....
