this should help unless you've already done this

1. Open the Windows Control Panel
(» START » SETTINGS » CONTROL PANEL)
2. Double click on the "Fonts" icon in the Control Panel
(a new window should open and you should see all the installed fonts on your system)
3. Click on the "File" menu and select "Install New Fonts"
(a new window "Add Fonts" should pop up
4. Locate the folder on your harddrive containing the extracted fonts from step 1
5. Double Click on the font file you wish to install and click on the "OK" button

Your font should now be installed and available to all applications using fonts, such as MS Word or PhotoShop.

Were you just extrating the fonts directly to the font folder?

Manually extract the font to a seperate file. Then open the file and manually transfer over into the font folder. If it asks to overwrite say yes.

Then you should beable to go into photoshop and the fonts SHOULD be in the list.

i use font xplorer lite (free) to view and install fonts. you could try using that. just put your fonts in a folder on your desktop where it's easy to find. open font xplorer and go to tools>install fonts. find the folder and voila. even if this doesn't help you install the fonts it's very handy for viewing them so you know beforehand what the font looks like.
