This is nothing new. It's been going on quite a bit since some jackass thought EA would patch it, thus deciding it would be ok to tell his cheater buddies how to do it. Probably also furthered along by other members of the community who have personality issues, but I won't get into that.

As it turns out this is a function that EA devs left in the game for spawning objects. No one here is going to tell you how it's done, however, and doing something along those lines is incredibly lame. You can get more advice about how to handle this jackass at mohadmin as well.
