Dem specs aren't that bad. What you're getting my friend is a pipeline bottleneck (yes kiddies pipeline bottleneck). What may fix this is;

1) A new video card - 64 to 128mg AGP x8 (free up pressure on your RAM
and CPU)

2) See if you can overclock your system and over cool it OR safer way, if
you don't feel like messing around, is to just cool down your system.
More fans - blow and suck, it has been known to improve performance if
your system is nice and cold, even without overclocking it, it should run
a little smoother.

3) Get the lastest drivers, bios flash (careful with that, read up on it first)
etc. See if there are any conflicts with I/O settings (video card vs. sound)

4) Look at your virtual memory, see what windows is setting it to, if its too
high, lower it. (buy more RAM though, can't hurt)

5) All else fails, nuke your current system and buy the super-duper Pentium
1 cagillion Mhz (or the cheaper AMD 4)and site back with a Tequilla and
wait for the games to catch up to your specs. biggrin:
