The problem with cheats are that anti-cheating programs have to be released to server admins and such, so cheaters can find out how they work and find a way around them. Cheats and bypasses, however, don't have to be released, so the anti-cheaters first have to find out how the cheat works, then find a away around it. Because of this, I doubt there will ever be a definitive anti-cheat program/utility unless we get something drastic like sv_pure, which would suck, and I'm sure it wouldn't be hard to bypass anyway.
