You must check off under DCC options "automatically accept dcc sends" and "requests", and also turn off DCC ignore. (I don't remember the exact options) #2) Make sure your firewall isn't blocking it if applicable. #3) Make sure IRC isn't blocking it because of the file format. Check the main server window for any messages that could help. They have to be zipped usually.
