I used to get lower pings than that on an ISDN 64k line. Lowest ping I've seen on my ADSL is 10 or so. The advantages of living in a very small country. Having said that, I get 90-150 ping on a lot of US servers and I am an entire ocean away. What's up with your ISPs over there?
