well there is a VOTE mode to kick people...it is in the MOD section...it works kinda like RTCW's vote kick....
most of the things you posted are SEVERLY needed...but that is why i like non-dedicated servers...the host usually is ALWAYS present,and If he/she is proficient he/she can kick offending players....as for the others I sure hope a daring Modder gets to hoppin on these....
