HELP!!! My server sux (T1)

Everyone always have a ping on 500-999 if we are playing more than 3 on my server! And I have T1, wich then confuses me more!

is gamespy to blame or is it my computer (athlon 1300, 512 sdram)...

please help!

Specifications of the T1`s hardware?Does the SCU/DSU show any erors?
Is NAT turned off?
Is the server the only PC connected to the T1?
What us the UL/DL of the line with 3 players on and what are the test results when you test the Line Speed?
