Yes, but it's rather difficult. You can't just use 2 paperclips like they do in the movies. Inside of locks there are teeth. These teeth all have to be pushed upward at the same time in order to release the locking mechanism. The problem is, the teeth are at different lengths, hence why most keys are jagged. In order to open it, you would need to shape a wire object (a paperclip) much like the key that matches it. If you have a professional lockpick, some come with built in springs that can be adjusted to fit the teeth of the lock.
