this is almost exactly what mine looks like. My cable provider limits the upload (you have to get their "server" service for high upload, comsumer version has reat download but OK upload)

i should post back and run this test when im uncapped. i can more than double the above.
I have a cable modem and use comcast broadband.(formerly AT&T). I have had the same types of issues in the past. Try unplugging your modem for about 10 min; then plug it back in and give it a minute to resink. It works for me. I have to do it every now and then. Do your diagnostics before and after to see if that was the prob.
