If this is a spearhead server, you may have to change your IP address. When we where running a MOH:SP server we had the same problem.

Never figured out why it did that. I assumed it had something to do with gamespy's network. Once we changed IP address we had it up and running fast.

If you can, try an

ipconfig /release
then
ipconfig /renew

See if the IP address changes. Sometimes your provider locks you into your IP ( IP lease ) for a very long time. You may also want to call them to see if they can reset if for you.
