A couple of reasons:

1.) They don't even know if he was telling the truth....He could've put the bomb around his neck (God knows why - might have been meant for someone else, later on), and it could have gone off by accident.

in the video, it looked like the man simply just sunk into the ground after the bomb exploded. Weird stuff there flamethrower:
