Do I need a special program to have a server that runs as well as allows me to play on it...or can I do that with the dedicated server option....and what are the major admin commands?

Dedicated Server will not allow you to play. To run a server and play at the same time you just have to start a multiplayer game and not select dedicated server.

Don't know what the server commands are.
