Could manually setting the refresh rate for my monitor help the problem? Right now it is set at optimal, and I am not really sure what that means. I have a Dell 19" Trinitron. I think it is a sony product with a dell badge. How can I tell what the max refresh rate of my monitor is and should I change it to that rate?

That's what I would do. Try to manually set it at the maximum.

However, over 30fps, your eyes will not be able to notice the difference. As long as it plays smooth, what's the difference?

yeah but there is a warning that if you change it to a setting higher than your monitor can handle it can really f*** up your monitor. That's why I need to know my monitor's max refresh rate.

It won't hurt your monitor. It will only go black and you won't be able to use your computer. You can easily fix this by booting in safe mode and trying a different setting. Usually, Windows only displays the available settings that are supported by the monitor.

You should check from manual or Sony's website, at least its printed in there.
